Why recycle PCB Ballasts?
PCB’s (polychlorinated biphenyls) are regulated as a Hazardous Waste by the US EPA under the Toxic Substance Control Act (TSCA). PCB’s are listed as a possible carcinogen and have been linked to skin cancer, liver cancer and reproductive disorders.
In 1998 the US EPA promulgated the “Mega Rule”. This regulation created a small capacitor exemption for non-leaking, intact PCB lighting ballasts that are destined for recycling. This regulation was created to streamline the environmental management standards and encourage the recycling of these ballasts. However PCB Ballasts that are disposed of in an improper manner are regulated by the US EPA under the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), which is better known as Superfund.
